Okay.. my package then has potentially been in customs since Jan 23rd. Should I be worried? Has NY Customs been slow lately?

Don't worry, right now 1 month in customs isn't that much.
Anyway right now if the pack is still in customs (max i ever waited was 2 months, including shipping so it must have stayed a little more then one month) and if they doen't release it i would call the postal service or maybe customs directly, it depends on  your country
